Chili changed it intentionally to stop some bot spam attack. Asked him about it and he said that "phone verification is here to stay for the forseeable future".

But you DO need a phone to authenticate yourself as a non-bot. Or, if you have a Patron account, then you're automatically authenticated due to the Patreon linkup, so in that case you do not need a phone to link to Discord.
