I believe he covers this stuff in the Update videos.

Yeah, you can find that kind of info in update videos, and also in the instruction videos (Tutorial 0) for each series.
In general, the plan for hw3d is to do 2-3 videos on winapi stuff, then the basic boilerplate needed to draw a simple triangle, show how to make the framework (since so many people ask), spend a lot of time on HLSL while implementing various shader effects, go into some useful settings in the boilerplate, and maybe also do deferred rendering.
