after doing some science
god still hates me, but it was SDL_RenderDrawRect.
SDL_RenderFillRect Werks.

Wow, that sucks. It would seem pointless, but I guess you could, if you're wanting outline, fill a white rect, then a smaller black rect.
If you think paging some data from disk into RAM is slow, try paging it into a simian cerebrum over a pair of optical nerves. - gameprogrammingpatterns.com

Or just draw the four lines yourself.
