From what I can tell,
Ctrl + M,M only collapses the scope/function the the Caret is in.
Ctrl + M,L toggles all scopes ( classes, enums, functions, for/while/if/else blocks and #pragma regions )
Ctrl + M,P does expand all scopes, but also disables outlining so Ctrl + M,L doesn't work afterward until you press Ctrl + M,O again.
Can't tell what Ctrl + M,U does.
