I don't think any mobile platform uses directx or c++. Most run on python or other "lighter" languages and use their own graphics stuff. I think...

I have a windows 5 mobile phone and I think it has a cut down version of directx on it specially written for mobiles, but other than that I don't know.

Windows phone 8 will have support for native code (C/C++) and directx
