I had this problem and i see that there are others who have it too. I solved it. Just reinstall directx sdk and it will work. It worked for me.

yeah i got screwed by that shit too the fix u posted also worked for me

Yeah, a lot of people get that problem. Sometimes even a reinstall doesn't fix it. :(
