Khronos launched the Vulkan 1.0 specification on February 16th, 2016 and Khronos members released Vulkan drivers and SDKs on the same day.

A u using Visual Studio 2015 CTP ? i cant event run it.. VCRUNTIME140D.DLL missing I already have : Visual C++ Redistributable for Visual Studio 2015 instaled, so only have VCRUNTIME140.DLL and wont work so maybe its VS CTP version?
